Teenagers from a city stumble across a waste dump site that is fenced off and is actually an experimental site. They come into contact with a toxic chemical that gradually begins to give them extraordinary abilities almost like super powers. At first when the teens notice they can do things no other person can do they are scared and think they are alone, but when they discover others have come into contact with the same toxic chemical, they band together and realise that their powers can be used for a greater purpose- saving and protecting people.

However keeping their powers a secret, won't be an easy game for them, and over the course of time more and more people find out their secret which results in a manhunt by numerous government agencies.

I'm all right with this premise. I need to think of a few different ways that ends up with the teens getting into contact with the chemical, though. I don't imagine everyone gets powers through the same exact kind of exposure or the same amount.

Heck you're onto something there. Maybe across the course of the story it becomes a thing of a company running these dump sites and gradually they come together that way it doesn't mean our characters have to come from one location but are taken? Talking a case of maze runner?

Yeah, that's a decent comparison, we can definitely go along that route.
